Eka Tkeshelashvili

Eka Tkeshelashvili is a Distinguished Visiting Fellow at the German Marshall Fund’s Transatlantic Democracy Working Group (TDWG), where she contributes to policy strategy and serves on the steering committee. She is also the President and co-founder of the Georgian Institute for Strategic Studies (GISS), a non-partisan think tank established in 2012 that focuses on foreign policy, governance, and the rule of law.
From 2024 to 2025, she served as Senior Director for Anti-Corruption at Dexis Consulting Group. Prior to that, she was Chief of Party for USAID’s flagship anti-corruption program in Ukraine (SACCI), where she helped design frameworks for transparent post-war reconstruction. Between 2017 and 2021, she led the EU’s European Anti-Corruption Initiative in Ukraine, supporting institutional reforms and stakeholder coordination.
Earlier in her career, Ms. Tkeshelashvili held several senior positions in the Government of Georgia, including Vice Prime Minister, Minister of Foreign Affairs, and National Security Advisor to the President. She played a leading role in advancing Georgia’s Euroatlantic integration and foreign policy during key periods for the country’s sovereignty and regional alignment. She also served as Minister of Justice, State Minister for Reintegration, Prosecutor General and Chair of the Tbilisi Appeals Court, where she was instrumental in justice, security and governance reforms.
She is a board member of the Nizami Ganjavi International Center, a senior member of the European Leadership Network and a member of the CSIS Ukraine Reconstruction Commission. She has also served on USAID’s Advisory Committee on Voluntary Foreign Aid.
Ms. Tkeshelashvili holds an LL.M. from the University of Notre Dame, a certificate in human rights from Oxford University, and an honors diploma in law from Tbilisi State University.
