Japan is embarking on a programme of building up its military capability, with its defence budget set to increase significantly for the first time in more than a decade. The change in policy comes amid growing fears of a changing balance of power between China and the US in the region. Tokyo is also increasingly concerned over the islands dispute with Beijing, and the belligerent noises emanating from North Korea.
