The future of the European Union – options, strategies, scenarios

Observers and politicians agree on only one thing about the European Union – that it will have to look different in five or ten years. Uncertainty about the future governance structure of the EU has never been so great. Radical scenarios of a ‘United States of Europe’ or of a return to a ‘European customs union’ both seem unlikely. However, there are many options of a differentiated integration in between. In the first of a series of GIS reports, Prof Dr Michael Wohlgemuth analyses Europe’s options and scenarios for rebuilding the EU.

Today, the EU is aiming more and more for a core-European concept with the eurozone half-willing, half-forced to integrate much further. Eurozone outsiders such as the UK and the Czech Republic have opted out of the fiscal compact preventing a balanced budget rule to be enshrined in European law
