Ukraine crisis at a crossroads to find a long-term solution
The nature of the crisis within and around Ukraine is beginning to change. Kiev has no choice but to engage in a painful process of reforms as a prerequisite for its viability and continued international support. Negotiations on statehood and federalisation are pending, and an enduring ceasefire and Russian acceptance of the Donbass republics as part of the federation could provide secure boundaries. Ukraine depends on both Europe and Russia. The West has an important part to play in helping Ukraine follow a route of ‘Europeanisation without membership’. The West also has to engage Russia in a process of continental re-ordering.
