Ukraine remains firmly in its oligarchs’ grip

Endemic corruption and state capture remain Ukraine’s most critical domestic challenges. After years of Western-assisted reforms and institution-building, the country has not yet turned the corner in cleaning up its business, administrative and political spheres. A recent scuffle to remove reformers from big state-run companies suggest that Kiev may be losing its battle with the oligarchs.
