Frank Umbach
Dr. Frank Umbach is a professor, researcher, consultant, European government advisor and prolific author, with expertise in energy security and cybersecurity.
Dr Umbach is the head of research at the European Cluster for Climate, Energy and Resource Security (EUCERS) at the Center for Advanced Security, Strategic and Integration Studies (CASSIS), University of Bonn; an adjunct senior fellow at the S. Rajaratnam School of International Studies (RSIS) at the Nanyan Technological University (NTU) in Singapore; and executive advisor of Proventis Partners GmbH, Munich.
He also works as an international consultant for businesses, government institutions and international organizations on international energy security, geopolitical risks, cybersecurity and critical energy infrastructure protection, as well as security policies in Eurasia and the Asia-Pacific.
Dr. Umbach has done consultancy work for the German Ministries of Foreign Affairs and Defense Policies; European Commission and European Parliament, U.S. State and Energy Departments, U.S.-China Economic and Security Review Commission (U.S. Congress), the Lithuanian Government, the House of Lords (British Parliament), the Polish Foreign and Economic Ministries, Hungarian Foreign Ministry, South Korean Foreign Ministry, the Singaporean government, NATO, United Nations Industrial Development Organization (UNIDO), the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP), OSCE, World Energy Council (WEC), Federation of German Industries (BDI), Central East European Partners (CEEP), international energy and consulting companies as well as advising international investors via the Gerson Lehrman Group (GLG).
Dr. Umbach was appointed official advisor to the Lithuanian government on international energy security in February 2007 and from 2003 to 2007 he co-chaired the European Committee of the Council for Security Cooperation in Asia-Pacific (CSCAP-Europe).
Dr. Umbach has authored more than 600 publications in more than 30 countries worldwide. Since 2012, he has been a NATO consultant on energy security and a regular presenter at official high-ranking NATO-conferences on energy security and energy policies. He has been a GIS expert since 2011; and he is the author of the Konrad Adenauer Foundation (KAS) study: “Energy Security in a Digitalized World and its Geostrategic Implications” (2018), and the UN-study: “Strengthening Energy Security and Building Resilience in the Asia–Pacific” (2021).
